From page 52 in Mastering AutoCAD Civil 3D 2010:

“In the Text Component Editor for a curve label, the value that most people would prefer to as a delta angle is called the General Segment Total Angle. To insert the Delta symbol in a label, simply type \U+0394 in the Text Editor window on the right side of the Text Component Editor dialog box…”
